Anastasia Zoteeva – AKKUYU NUCLEAR JSC CEO

Anastasia Zoteeva is the Chief Executive Officer and the Chairperson of the Board of Directors of AKKUYU NUCLEAR JSC. She graduated from Lomonosov Moscow State University with a degree in Applied Mathematics. Anastasia carried out research on Applied Mathematics at the Institute of Economics of Eastern Europe in Stockholm (Sweden). She occupied executive positions in large companies, in the banking sector, and in corporations. In 2012, ROSATOM's management appointed Anastasia Zoteeva Vice President – Director for Business Development of the Rusatom Energy International Joint-Stock Company (REIN).  Anastasia headed the Unit for Analysis of Potential Markets, and was in charge of the formation of a comprehensive proposal of ROSATOM and important international projects. In February 2019, she became CEO of AKKUYU NUCLEAR JSC.

Dmitry Romanets - AKKUYU NUCLEAR JSC Deputy Construction Director of the NPP Under Construction

Dmitry graduated from the Russian State Academy of Civil Engineering with a degree in Industrial and Civil Engineering. He has a vast experience in management work with construction and engineering companies in the nuclear industry, including a branch of the engineering company 

Atomenergoproekt, Construction and Installation Directorate No. 1, and a German engineering company dealing with the handling of radioactive waste, spent nuclear fuel, and the decommissioning of nuclear facilities (power, research, industrial facilities, ship reactors, and nuclear fuel cycle facilities). Prior to his appointment with AKKUYU NUCLEAR JSC, Dmitry was Director for Construction of the Belarusian NPP - Director of the Representative Office of Atomstroyexport (Russia) in the Republic of Belarus.

Ozlem Arslan - AKKUYU NUCLEAR JSC Leading Specialist, NPP Safety Inspection Department

Ozlem was born in the province of Çorum in Central Anatolia. She completed three years in mathematics in the Ankara University. In 2013, she applied for participation in the AKKUYU NUCLEAR JSC educational program, successfully passed the exams, and entered the National Research Nuclear University (MEPhI) in Moscow. She did an internship at operating NPPs in Russia such as Novovoronezh and Rostov NPPs, and at other ROSATOM facilities: Atomenergoremont JSC (the main repair organization of the nuclear energy industry in Russia), Atomenergomash JSC (ROSATOM's machine-building division), Karpov NIFKhI Karpova (Institute of Physical Chemistry named after L. Ya.  Karpov). Ozlem defended her graduation thesis on the topic "Calculation of the minimum dose field in the area of the nuclear power unit dismantling" with the grade "Excellent". In February 2020, among the third group of Turkish graduates, she received a diploma with honors in Nuclear Plants: Design, Operation, and Engineering.

Burak Peksen was born in Ankara. In 2015, he entered the Nuclear Power Department of the Hacettepe University. A year later, he joined the AKKUYU NUCLEAR educational program and left to study in St. Petersburg. In 2022, he graduated from the Peter the Great St. Petersburg Polytechnic University with a degree in Nuclear Plants: Design, Operation, and Engineering. Burak wrote a thesis on the topic "VVER-600 project with spectral regulation". During his studies, he prepared scientific articles on tolerant nuclear fuel. Burak underwent process engineering practical training at the operating Leningrad NPP-2, in the Czech Technical University, and in the Volgodonsk Engineering and Technical Institute – a branch of the National Research Nuclear University (MEPhI). From June 1, 2022, he has been working as a centrifugal gravity separator operator at AKKUYU NUCLEAR JSC.

Rasul Gökkaya, TSM Energy, Welder

Rasul Gökkaya was born in the city of Afşin, Kahramanmaraş Province.  He started working as a welder in 2014, performed welding work at an oil refinery in the province of Izmir, at a geothermal power plant in the province of Manisa, and at other facilities. In 2021, he began working at the Akkuyu NPP construction site. Currently, he performs welding operations at the construction site of the Power Unit 1 auxiliary reactor building. In 2022, Rasul Gökkaya has completed an additional training in the Reactor Coolant Pipeline welding technology.

Ahmet Yasin Oner, AKKUYU NUCLEAR JSC Leading Specialist, Commercial Dispatchers Group

Ahmet Yasin Oner was born in the city of Lüleburgaz, Kırklareli Province. He studied at the Faculty of Electricity and Electronics of Uludag University. During his third year of studies, he applied for participation in the AKKUYU NUCLEAR JSC educational program. He successfully passed the exams and entered the Russian National Research Nuclear University MEPhI in Moscow. Upon completion of studies in Nuclear Plant Monitoring and Control Systems, he began working at the Akkuyu NPP construction site. He underwent practical training and did internships at operating Russian nuclear power plants: Novovoronezh NPP-2 and Leningrad NPP-2. Ahmet Yasin Oner is Head of the Nuclear Energy Association – a non-profit organization formed by graduates of the program for the training of personnel for Akkuyu NPP.

Musa Ayyıldız – Gülnar District Governor, Mersin, Türkiye

Musa Ayyıldız was born in the district of Kovancılar, Elazığ Province. He received primary and secondary education at his place of birth.  Musa Ayyıldız received his bachelor's degree from the University of Bursa as he graduated from the Public Administration Department.

Between 2015 and 2019, he held the position of auditor for the activities of public organizations under the Ministry of Interior. In 2019, being a candidate for the position of the Head of Çankırı Administration, he tried his hand at administrative work. After completing his internship as Assistant Head of Administration of the Gerede/Bolu and Kalecik/Ankara districts, Musa Ayyıldız held the posts of Deputy Head of Aministration in the districts of Yeniçağa/Bolu, Ovacik/Karabük, Bala/Ankara, Çamlıdere/Ankara. He graduated with honors from the courses of heads of administration under the Ministry of interior and, after working as Head of Administration of Karpuzlu, was appointed Head of Administration of Gülnar by Presidential Decree No. 2022/392 dated 11.08.2022.  Musa Ayyıldız assumed office on August 27, 2022.

Abdullah Aslaner

 Silifke District Governor, Mersin, Türkiye

Abdullah Aslaner was born in the district of Kadışehri, Yozgat Province. He received his primary education in the village where he was born, and his secondary education, at the Mimar Sinan Teachers' Training Lyceum in Kayseri (Pazarören Village Institute). In 1983, he entered the Faculty of Political Science (School of Political Science) of the Ankara University, and graduated in 1987. In the same year, he successfully passed the test for the post of head of administration, and started work as a candidate for the post of Head of Administration of Bolu.

In 1991, he successfully completed the courses of the heads of administration, and was sent to the Boztepe district of Kırşehir Province. Then he held the position of Head of Administration in the districts of Hani (Diyarbakir Province, 1993-1995), Bozov (Şanlıurfa Province, 1995-1998), Vakfıkebir (Trabzon Province, 1998-2003), and Suluova (Amasya Province, 2017), and was Vice-Governor of the provinces of Edirne (2008-2013), Kirikkale (2013-2017), and Çankırı (2017-2021). From September 17, 2021, he has been Head of Administration of Silifke District.

Muhammet Kılıçaslan

Aydıncık District Governor, Mersin, Türkiye

Muhammet Kılıçaslan was born in Bayburt Province. He received primary and secondary education at his place of birth. He completed secondary education in Erzurum, then graduated from the Department of Economics at the University of September 9th. In 2015, Muhammet Kılıçaslan took up the duties of a Junior Income Specialist in the tax office of Gaziantep; in 2018, he successfully passed the exam for heads of administrations, and, as a candidate for the position of Head of District Administration in Gaziantep Province, he began administrative work. After an internship as Assistant Head of Administration of the districts of Islahiye/Gaziantep and Payas/Hatay, he was appointed Head of Administration of Aydıncık District by approval of the General Personnel Directorate of the Ministry of the Interior dated 23.06.2021, and took office on June 28, 2021.
